Serious answer: any that is build purposefully to host illegal content and hide it through the niche, constellation aspect of the fediverse.
De-federation is not the solution, and I think it is even counter-productive because it allows potentially harmful instances to flourish by themselves, being “virtuously” ignored by the mainstream.
Depends what you mean by illegal content.
Do you just mean copyright infringing content or selling cannabis, maybe advertising freelance sex work?
Or are we talking actually harmful dark web type things such as child pornography and hitmen for hire?

Serious: please do check the “science” corner of these communities. These instances are being hated wholesale for obvious reasons, but that doesn’t mean that useful points of view aren’t shared elsewhere on these instances.
Or any other topic of specific interest, really, like “urbanism” for instance.
Well, if there is any serious “science” over there, I’d adivse them to move to a better instance.
Its easy to point at exploding heads and hexbear because they hold controversial opinions but the real bad instances are the instances you’ve hopefully never heard of. I remember someone here posted a list of 100 fucked up mastodon instances and there was so much cp and unimaginably horrific stuff. I’m guessing that there are lemmy instances that don’t federate but host that kind of content for people in those internet circles.
