This is very clearly a tu quoque fallacy. Yes, the US has engaged in info warfare and IP protectionism.
Does this prevent the US from wanting to protect its people and its data from a hostile foreign power?
You can argue about whether this is actually aimed to protect America’s data or not. But this is like being upset that America is trying to stop foreign spies just because the CIA exists.
The reality is any country with enough power will try to consolidate and protect that power. The “free market” does not extend to nation states. That’s geopolitics.
